Jake brake uses engine compression for braking. So if not in gear it does nothing (except maybe kill the engine) and how effective it is depends upon which gear you are in. So in neutral it does nothing. The 08 and up EGR/DPF ones do have a Jake optional and it works extremely well, however the older ones get an exhaust brake and it is mediocre but up to about 35k it works well enough. Got to keep the RPM about 2500 for maximum effect. Blows a lot of oil out the slobber tube.

If it is weak, then the jake will be weak. Check the overhead cams for excess wear, and check the oil pressure is 34+ for the engine going down the road. Next would be the wear in the rocker bearings. if there is excess wear in the rocker bearings, or the rocker shaft (s) then it will significantly lower oil pressure to the upper part of the head.

My 6v92 has a 2 stage Jake Brake that doesn't work; however. when I start the coach cold, one side of the Jake Brake is on. After it runs 40 seconds to 1 minute (depending on how cold it is), Jake goes off and engine runs fine. The only test I have done is to remove 1 wire from the buffer switch to see if that made any difference. It didn't.
