Lei Luo's chain lightning build needs more support to do super well. For example, getting hyper current and lightning from the void or lightning governor + magical supply. Either way, Lei Luo is focused on snipers, but what do you really expect from a character that focuses on crits and one-shot weapons?

Its currently doing around 15% max hp/sec per stack to normies. That should be reduced to 5% or so. 9 stacks would still be 45% max hp/sec. As far as Skills, its a delicate balance. Right now Lei Luo can do a full CL build in R7 given the right talents and SR. Tao can too with Blade of Bloom 3 and Ice Blade.

Having a base 200% extra DMG on Thunderstrike is ridiculously overpowered. There's not much point in doing a Chain Lightning medium range build when a Thunderstrike build can decimate any normal enemy in one shot from any distances, or three for elites. And there's not much point in doing a single target build for any character when Lei Luo can completely outshine them with minimal abilities.
In nightmare or lower, I'd say critx is his best build but if solo, going shock chance on arc + use chain lightning on a crit while using aura of venom to consistently apply crits and decay for miasma is a super solid build as well.
