Because it costs over 1bil on average to 15 star something and Pensalir is temporary gear, there is literally no reason for you to pour so much meso into such a small upgrade on something that will be replaced within the month. There are far more effective ways to spend your meso at your point in the game. 15* is something you focus on much later.
