In all seriousness a lot of data providers have APIs with level 2 data: CQG, Rithmic, IQFeed, IB. The cheapest options would be retail platforms like tradestation, ninjatrader & similar. I asked the tradestation support and they said, they don't provide their data via an API only through their GUI.
