Throwing weapons are used primarily to soften up the enemy, before engaging in melee. They need to be decent in melee to be viable. As such, I'd say an army of solely throwing infantry is bad, but would recommend a large army of sturgian heavy axemen. They blot out the sun before charging in to crush the enemy. #1.
