Honda accord whining noise when starting.

PS fluid is the most neglected fluid on a car. AAA recommends fluid replacement every 25K. A Honda ps pump has many seals that can harden & crack. Honda brand fluid contains seal conditioners. There's a humming/whining noise when stepping on gas pedal and immediately stops when letting off the gas. The sound is loudest around the front passenger area. Someone recorded a video with the same exact sound that I'm hearing. They never posted about whether they found what was wrong or not. The typical repair of the power steering is the O-ring on the suction side. In cold weather it shrinks allowing air to be sucked in to the pump. The alternator will also make a whining sound as well. There is a distinctive whine at low speed from the transmission. It shouldn't be that noticeable unless you are looking for it.
