ultros is a mid pop server, but its less about that and more that all servers are deadish atm. 3.1 had minimal content and most high level players have full eso sets now, so many just run roulettes/void ark and log out.

Each region is further divided into Data Centers. Each Data Center has multiple servers. There are no regional limitations on servers. Ultros is an odd one its got a Hunt community but its selective because we had a big troll problem in the past with people pulling on sight. (it was mainly one FC doing it too which is why they are banned from the more elite hunt LS)
