Tyr is hard coded to only attempt to cast 4 abilities in each phase 1, each draining 25 energy. When Tyr hits 0 energy, the shield goes up and the cycle starts again. Yep should have come today, the Nov 7th patch notes for 10.2 specifically said the final part of the Tyr questline was coming Nov 21st, with the white scales unlocked. The achievement I said in the title is for completing the questline, but alas no scales. You can't even see them as an option when in the dragon customizer.
