I've went at least 15 times and I've only found him once in the metal latform on the left side of offices on the third floor, to whom I've died miserably. Keep hugging walls, containers, any object that can block vision. Aggro him and shoot him every time you can and run back to corners (try to escape the line of sight). Obviously, with better gear, you will be able to kill him easily.

You don't find Tagilla. He finds you. He only has a spawn chance of 18%, when I was hunting him it took me north of 100 raids to find him for the first time. I was lucky to actually kill him that time cause another 100 would have been upsettin.
