Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. However, for builds using no red tree at all, I can't say I know of any. You have so many skill points even at 72 that it wouldn't make any sense not to take red tree at all. Realistically, no. Without Anarchy, you're losing most of your damage skills and Blood Soaked Shields making Gaige extremely fragile.

Probably not, but it’ll be an uphill battle. You can probably make Gaige work at OP10 without building around anarchy. The reality is that your probably taking anarchy anyway solely because without it your locked out of that tree. I go through the air strike skill in ordered chaos, then all the way through LBT, and the rest of my points go in BFF. It doesn't have the brute power of an anarchy build, but its still pretty powerful and I don't have to deal with getting stacks back. I always recommend Anarchy because it gives a huge damage increase for only one point. If you don't like the accuracy loss there's always Discord to burn off excessive stacks.
