Only season engrams had hard luck protection meaning that every engram would get you something that you did not have until you got all. I am almost certain that I read somewhere from Luke Smith when he talked about eververse on a post of his that at least for this season's engram they had some kind of light protection meaning that you are more likely but not guaranteed to get something you miss.The engrams have a defined table, I think only stuff you don't have from 3 or more seasons prior. If there aren't any, you can only get duplicates at that point. That said, they aren't on a knockout, i.e. you can still duplicates even though there are things you're still missing.
