O3 though it seems public runs are never going to happen, simply due to the logistics of having all three runes ready once O2 is beaten In that point I agree.

I would recommend osanc or dungeoneer as they both have low reqs and are geared towards newer players to o3. Runs usually require at least maxed dps stats or 8/8 and tops. They're not that uncommon there, usually at least a few each day, some at EU times some NA times. Can also try dungeoneer, std, sbc. The other pub discords, particularly pub halls, will run shatters too. In a discord, people set up runs by buying keys and whatever else is needed. The server admins then announce a run, and after a few minutes everyone tries to join the discord call, which is usually capped at the dungeon’s max number (55 for most, 85 for O3). Dungeoneer's discord has a really good guide section that even includes clips of all the hard phases among each boss to get you an idea of what to expect and how to properly deal with a given phase.
